Born in 1980 in the village of Zaterechny in the Neftekumsky district of Stavropol, in 2003 graduated from the Gubkin Russian State University of Oil and Gas with a degree in Oil and Gas Well Drilling, and in 2008 from the Republican Academy of Public Administration and Management under the head of the Komi Republic. He has an academic degree "Master’s in Public and Municipal Administration", since 2008 he has been a member of the personnel reserve of the Government of Russian Federation.  He is a twice winner of the Olympiad of the National Economy of Russian Federation.

He started his career as an operator for underground and capital repairs of wells at the Usinsk field for the company "Nobel Oil", after he worked in the research laboratory of the company "Severnaya Neft", since July 2003 he was accepted into the company M-I Swaco as an engineer for drilling fluids, in Russia he participated in drilling almost all oil and gas provinces, since 2006 he joined the team for the development of offshore projects, as a preparation, he worked for a year on the Norwegian shelf and subsequently participated in the discovery and confirmation of reserves of such fields as the Shtokman (Barents Sea), Dolginskoye (Barents Sea), Central (Caspian Sea), etc. In January 2009, he was transferred to the position of offshore project engineer at the M-I SWACO branch in Yuzhno-Sakhalinsk, where he managed offshore exploration projects for Rosneft (Venineft/Sinopec joint venture), and Gazprom Neft Sakhalin. At the end of 2009, he was sent to Astrakhan to develop business in the region, in the same year he founded and headed the Astrakhan branch of M-I SWACO. In the period from 2009 to 2015, with the uncontested participation of M-I SWACO, the Korchagin field and the Filanovsky field were drilled with wells with waste up to 9000 m from the vertical, dozens of exploration wells were drilled on the shelf of the Caspian, Barents, and Baltic Seas for various customers. In 2010, M-I SWACO and Schlumberger merged. In 2012, he was awarded the Silver Award “A True Partnership-North Caspian Project " by the President of Schlumberger for the implementation of the Korchaginsky project. Since January 15, 2015, Kaz M-I LLP has been appointed to the position of General Director by the General Meeting of Participants. The Kaz M-I team led by Danil Latsin became the winner in the Republican nomination Paryz-2019 in the category "The best enterprise in the field of labor protection as large entrepreneurship", was awarded a letter of thanks to JSC NC "KazMunayGas" in connection with the 10th anniversary of the formation of "Teniz Service" LLP, a commemorative badge of JSC NC "KazMunayGas" on the day of oil workers for impeccable work in the oil and gas industry, the jubilee medal "Kazakhstan Munayyna 120 zhyl" of the Ministry of Energy of the Republic of Kazakhstan.
